East Bay Community Action Program (EBCAP) is a comprehensive healthcare and human services organization serving Rhode Island's East Bay communities for 60 years. As a Federally Qualified Health Center (FQHC), Community Mental Health Center (CMHC), and Community Action Program (CAP), we provide integrated primary care, behavioral health, dental services, and essential social services to over 20,000 patients annually.

Position Overview

We are seeking a dynamic and experienced Vice President, Health Administration to provide strategic leadership and operational oversight for our Community Health Centers. This executive-level position will drive organizational excellence through integrated health leadership, compliance management, and innovative service delivery while advancing our mission to serve East Bay communities..

The successful candidate will collaborate with clinical leadership, finance, compliance, and external partners to ensure efficient service delivery, regulatory compliance, and continuous improvement in healthcare access and quality for our diverse patient population.


What You'll Do

Lead Integrated Health Operations (35%)

  • Provide executive oversight of health center administrative and operational functions, including budget development, financial performance, and staff supervision
  • Collaborate with Medical Director, Dental Director, and Vice President of Behavioral Health to deliver comprehensive, strategic clinical services
  • Monitor key performance indicators and financial metrics to ensure operational excellence
  • Build and sustain community partnerships and serve as external liaison for health services
  • Lead cross-functional teams including operations, project management, quality, nursing, and community health

Drive Compliance & Quality Excellence (25%)

  • Ensure compliance with HRSA, Joint Commission, BHDDH, NCQA, and other regulatory standards
  • Lead licensing, accreditation, and audit activities with successful mitigation implementation
  • Serve as Human Rights Officer for Integrated Health Services, ensuring patient rights and informed consent
  • Implement effective Quality Assurance and Risk Management functions
  • Integrate patient feedback into decision-making processes

Advance Health Informatics & Data-Driven Care (15%)

  • Oversee Electronic Health Record management and informatics team
  • Develop standardized clinical workflows promoting efficiency and compliance
  • Collaborate with IT leadership to align technology with clinical needs
  • Support training and change management for EHR optimization

Enhance Medical Services Operations (15%)

  • Provide executive leadership over nursing services, medical assistants, and community health teams
  • Facilitate cross-functional collaboration to execute quality improvement initiatives
  • Support workforce development and operational workflows for high-performing care teams
  • Ensure alignment with compliance, accreditation, and funding requirements

Manage Administrative Excellence (10%)

  • Oversee site operations, facility management, and support systems
  • Develop and maintain policies ensuring operational effectiveness and evidence-based care
  • Ensure safe Environment of Care and patient access coordination
  • Participate in evening meetings and community events as needed

What We're Looking For

Required Qualifications

  • Education: Master's degree in Healthcare Administration, Public Health, Nursing, or related field
  • Experience: 8-10 years progressive healthcare administration experience with 5+ years in senior leadership role at an FQHC or similar community health setting
  • Leadership: Demonstrated success in operational leadership, strategic planning, and change management
  • Knowledge: Strong understanding of FQHC operations, HRSA regulations, and community-based healthcare
  • Skills: Exceptional interpersonal abilities and extensive people management experience

Preferred Qualifications

  • Advanced healthcare administration certification (FACHE, CPHQ, or equivalent)
  • Experience with alternative payment models and value-based care contracts
  • FQHC or community health center executive leadership background
  • Joint Commission accreditation experience
  • Bilingual capabilities (Spanish preferred)
  • Rhode Island healthcare landscape knowledge
  • Electronic health record implementation experience

Salary Range: $150,000 - $160,000 annually
