Transform Lives Through Data-Driven HR Excellence

Ready to revolutionize how a mission-driven organization uses data to strengthen its workforce and amplify its impact?

We're seeking a People Operations Partner - Data & Analytics who thrives at the intersection of human resources and data science. This isn't your typical HR role—it's an opportunity to be the strategic architect behind workforce analytics that directly supports our anti-poverty programs and community initiatives.

What Makes This Role Special

You'll be our data storyteller and HR strategist rolled into one. Half your time will be spent extracting insights from ADP Workforce Now and building compelling Power BI dashboards that guide leadership decisions. The other half? Providing hands-on HR partnership to our Family Development programs and other grant-funded initiatives that change lives in our community.

This is transformation work. You'll help shift our organization from traditional management practices to professional, data-driven decision making—while ensuring we maintain the heart and mission that drives everything we do.

What You'll Do

Data Analytics & Systems (about 50% of your time)

  • Unlock ADP's full potential: Master our ADP Workforce Now system, extracting meaningful workforce analytics including turnover patterns, compensation insights, and staffing trends
  • Create visual stories with data: Design and maintain interactive Power BI dashboards that make complex HR metrics accessible and actionable for leadership
  • Predict the future: Develop predictive analytics models that identify retention risks and workforce patterns, helping us proactively address challenges before they impact our programs
  • Ensure data excellence: Maintain system reliability, data security, and drive user adoption across all departments

HR Partnership & Operations (around 30% of your time)

  • Be a trusted HR advisor: Provide dedicated support to Family Development programs with recruitment, onboarding, performance management, and employee relations
  • Strengthen leadership: Partner with department heads to enhance management capabilities through data-driven insights and process improvements
  • Navigate complexity: Support grant-funded position recruitment with expertise in compliance requirements and federal oversight standards
  • Champion fairness: Support progressive discipline processes with thorough documentation and analytical backing

Strategic Support (approximately 20% of your time)

  • Teach and empower: Train staff on data interpretation and analytics tools, building data literacy throughout the organization
  • Shape managers: Co-facilitate our Manager School training program, bringing data-driven insights to strengthen supervisory skills
  • Drive culture change: Provide objective, data-backed feedback to leadership and hold managers accountable for performance improvements
  • Stay ahead of the curve: Research and evaluate new HR technologies and analytics tools

What We're Looking For

Your Foundation

  • Bachelor's degree and 5+ years combining HR generalist work with data analysis or business intelligence
  • ADP Workforce Now expertise: Proven experience with report generation, data extraction, system administration, and user training
  • Data visualization proficiency: Dashboard creation, data modeling, and advanced visualization experience
  • Nonprofit experience: Understanding of grant-funded programs and federal compliance requirements

Your Technical Toolkit

  • Proficiency (or strong interest) in SQL, Excel, and statistical analysis
  • Understanding of employment law and HR compliance
  • Knowledge of nonprofit operations in human services

Your Superpowers

  • Analytical problem-solver with exceptional attention to detail
  • Master communicator who translates complex data into actionable insights for non-technical audiences
  • Collaborative spirit who works effectively across departments
  • Change agent comfortable holding others accountable and facilitating difficult conversations
  • Continuous learner who thrives in rapidly evolving environments

Bonus Points For:

  • ADP Workforce Now or Power BI certifications
  • HR certifications (aPHR, PHR, SHRM)
  • HR Data Analytics certification
  • Experience with organizational development or change management
  • Background in community action programs

What We Offer

Competitive Compensation: $75,000 - $80,000 annually

Comprehensive Benefits Package:

  • Health, dental, and vision insurance (heavily subsidized)
  • Up to 3% 403(b) matching after one year
  • Generous PTO including vacation, holidays, and sick time
  • Life insurance and long-term disability
  • Tuition reimbursement and professional development opportunities
  • Flexible spending accounts
  • Employee assistance program
  • Mileage reimbursement

Why This Matters

At East Bay Community Action Program, your analytical insights won't just improve HR metrics—they'll directly support programs that help families escape poverty, provide essential services to vulnerable populations, and strengthen our community. Your dashboard might reveal staffing patterns that help us maintain critical services, or your retention analysis could save resources that get redirected to client programs.

This is where data meets mission. Where analytics drives impact.
